The best-known and most widespread are probably the services offered by the KVB (Nextbike) and the Deutsche Bahn (Call a Bike). For both, an app is required for access. You can find a comprehensive overview of the various offers in Cologne on the ADFC website: https://koeln.adfc.de/artikel/fahrraeder-mieten-und-leihen-in-koeln.
E-scooters: You can also get around comfortably in Cologne with an e-scooter. The best-known providers are probably "Tier" or "Lime".
